Silver World Tour Icons Eligible for Musiala evolution

Just reported this to an agent the new musiala evolution says that "Pele" & "Charlton" are eligible for the evolution yet you can proceed to the first stage it won't let you get the assists for said players to proceed the evolution, to me this isn't a user error more so an eligible evo players issue and its frustrating because it's now taken the evolution which is now un-useable on any other player and you can't progress... surely there's compensation or a way to refund the evolution? this isn't a user error...
