Some Broken AI-Formations (Career Mode)
I recognized that some Teams and/or Formations are completely broken. Meaning the AI won't really attack or really do something other than sitting in the back and playing passes with their defenders....
Ideas
Forgot difficulty Settings: It happens on Legendary as well as on Ultimate, I haven't tested any lower. As far as I remember I always had player based difficulty at "on", but I guess it doesn't matter if the tactics are already broken.
