black screen when loading in

Got to step 5/6 for Tour 2: Bag of Tricks and then closed out my game. Now coming back I have a black screen when loading in. If I try to fast travel or do anything that will take me back into the menu, nothing will happen and i can no longer get back to the menu. Have reinstalled 3 times and still having same issue
