MAJOR FPS DROP/STUTTERS!!!

I've been playing the past couple months now and I've never seen frames this low. whenever i play now the frames will stay at 120fps but the second i move my character the frames will stutter/drop to about 80/90, even worse as I approach obstacles to skate the fps drops even lower to 40-25 fps. All my drivers are up to date as well , I usually get 120 fps no problem anywhere in the city.

NOTE: this is very recent (past couple days now) but I see very few people having the same issue and none of them are getting responses.

 is anyone else having this issue??, its become unplayable lmao
