Missing/Glitching textures & lightning

I've noticed that after a loading screen or a reward claiming screen, whenever I go back to the game, the street/pavement texture is missing or looks weird, as shown in the photo. (Also, is it normal that lightning gets extremely bright in some areas of the city? It's hard to even look at the screen when this happens.)
