I got on for the first time in a while and I have restarted the game multiple times and it never fixes. I've opened them before as you can see in the pictures but it shows up that they're locked for some reason?
Dealing with the same issue.

mnno11913s2i CaptainAwwsum We're investigating an issue where the neighbourhood ranks/progress appear as 0 / 0, and those reporting it also see locked neighbourhood boxes. Is that the issue you're experiencing?
