Just adding onto the thread that I am also having the same issue. Playing through steam and I am currently unable to progress any of my neighborhood rep.
I tried deleting the app data skate folder as mentioned above which resulted in me redoing my settings, but still stuck at 0 out of 0 rep and unable to open any product boxes. It was working fine for several hours while playing but then suddenly stopped.
