I actually figured it out.  Proxifier had a driver running in the background still that I didn't know about. Had to run "net stop ProxifierDrv" in a cmd window to fix it

    omg, you're the goat. been searching on how to fix this issue for hours. i had to download some interception files and still hasnt work
