Unable to join Party's

Platform: PC, Steam.

When trying to join a friends party, I get the error code: 2194878129 There was an issue validating your accounts permissions. 

Friend is unable to join my party because the server is full and will kick friend from the party or they will be stuck on loading for 5 mins and then removed from the party. Friend then becomes stuck on the loading screen and will then need to close the game.

I have tried restarting the game and validating the files through steam but the has not solved the issue.
