When I click to see the relic info on my hermit yoda, it says I don’t meet the requirements of gear 13, but I already have him at relic 3.

Well, hopefully they'll improve the wording of the message in future. I think it's been flagged. If you check the forums, you'll find a lot of similar topics.
In a nutshell though. 5 star = max R3. 6-R4. 7-whatever you want.
