Update #2: This is definitely a bug report now. With the new boss, I easily beat tier 1 and 2, then just as before, got hung up on tier 3. I was able to get off roughly two decent vollies, getting damage up to 10% before only getting 1 hit point per attack. Unlike the first boss, though, this boss didn't ramp up his damage. I played for over 5 minutes before realizing I was going to struggle to end the battle without forfeiting; I put it on auto-basic (so I wouldn't heal myself), and it still took the better part of 20 mins for the bosses to whittle me away, during which time I got off at least 500 attacks (if my math is right)!
