"No Confidence" stacks on your leader carries over to the second encounter. This is the intended design.
Once you apply no confidence three times and then gain thunderous applause. Is the enemy team still supposed to be able to apply no confidence and gain thunderous applause also? It says all allies no longer gain charge of democracy. does that only apply to our team or also the enemy clones? The issue is simply: the enemy clones are still able to gain charge of democracy
"Allies" applies to your team. The enemy team can still use the granted ability.
