Per Crosshair unique: "He gains 100% Accuracy while targeting a Marked enemy." However, this only applies to his basic and not his 1st special.
Attachment 1: Crosshair uses special 1 targeting himself. He was at 9 stacks of Shaken (since he removes 6 from the special) which is -90% accuracy, but given the +100% accuracy from targeting a marked enemy, he should be at 110% accuracy. This doesn't even include the accuracy arrow I have on him for another +30% accuracy. He should consistently hit the shot, but Talzin dodges.
Attachment 2: Same scenario, just shows that it still misses if Crosshair selects an ally instead of himself.
This happens consistently in every game mode.

Hi Vytrilll,
We've checked Crosshair (Scarred)'s unique ability "It's In My Head" and the +100% accuracy on marked enemies is applied correctly, no matter what ability Crosshair is using. Keep in mind that there is always a chance to "miss" an enemy with an attack, no matter how much accuracy a character has.
