Dagger Vengeance Not Resetting

After the update in my fleet arena battle the opposing Dagger hit 15 stacks of Vengeance, received the benefits of reaching that threshold and then stayed at 15 stacks for the duration of the battle. It could’ve been a visual glitch but from the time I noticed it until the end of the battle the opposing Dagger never got the benefits a second time from hitting the 15 stack threshold. Fwiw, my Dagger performed normally on offense. It was just the defense that bugged out.
