It seems that Traya cannot dispel all of Breach if it was inflicted by JML. This seems to be because Traya looks for things tagged countable_debuff however the speed decrease does not have that tag, as can be seen in the images below.

I decided to take a look, and it appears this same behavior of breach not being fully dispelled is consistent across any source of breach, not just JML.
