Dedra’s passive not working

“Systems Either Change or Die” states that if an allied ISB triggers an expose on their turn, they are inflicted with Undermined by Dedra. However in Coliseum this is not happening. For example, Dedra inflicts expose, Krennic then basics the enemy, Krennic does not get inflicted with Undermined.
