For some reason when Fulcrum takes a bonus turn from her datacron she dispels JMK's debuffs.
JMK fulcrum cat padme GK with lvl 3 max hp lvl 6 crit avoidance lvl 9 fulcrum
JML JKC JKR Ezra JKL with a tusken datacron just for the potency so i can land the ability block and record the video.
I attached a 10 second video showing JMK getting ability block but dropping it when fulcrum takes her bonus turn right after my JML's turn.
It could also be happening when fulcrum takes a turn without her cron i couldn't test that part.

I had battles where the exact same situation did not dispel JMK , I don't know the technical background but I think whatever marker Fulcrum has to trigger her bonus turn sometimes does not target JMK which does not trigger JMK unique to dispel him.
So it's understandable that the bug is not reliable enough to recreate.
