I just got his unique 7. The one when he is suppose to taunt if the generator takes 2 or more hits and it doesn't work. It can be destroyed and he doesn't taunt once.. I tested it in the last mod bat...

Is it possible your Phalanx had buff immunity? You don’t say which Light Side Hard mode you tried, but 2 of them have B2 as an enemy, who applies buff immunity.
I tried the last Mod battle but the enemy didn’t take a turn so couldn’t recreate the bug.
