Home one missing shards

So I was doing the home one fleet upgrade challenge and I noticed I can’t do the next one but I physically can’t upgrade the capital ship to get to it aren’t the upgrade challenges supposed to get the ship to the next tier is there a way to get those shards I’m missing?
