Hondo special in Order 66 raid

My Hondo is starting the raid with his " I don't want to kill you " special on a 5 turn countdown. Anyone else getting this?

It has a cooldown of 6.

Are you asking because the cooldown is decreased, or are you thinking it is too high?

I think their issue is that the ability shouldn't be on cooldown when you first enter the raid.
