Whenever a Jedi Vanguard ally uses an ability on their turn while no other enemy has a stack of Investigation, target enemy gains a stack of Investigation (max 5) for 2 turns
but if your target has a Investigation this is not apply another Investigation kit saying no other enemy this is meaning to if you target Investigated enemy you can still apply but it is not working his kit not working correctly
