Same here on level 5. It may be running like the twin cats. If you defeat one the others become invincible. But yeah I bought 3 $1.99 money packs to max out R5 and Zeb, and without beating level 5 I cannot level either one of them up any further.
I have every other boss at level 6. It definitely is a BS BUG.
