For the Conquest event (that just ended, along with the previous one), the battle with Luthen Rael (to get his shards) is bugged. The global modifier (Democracy?) doesn't work. The leader can't die while there are other allies, but the ability to kill the leaders doesn't appear, for either side.
I don't know if it makes it easier or harder to beat, but I know I can't yet beat it how it is now and I think I'd have a better chance if it were working properly.

I am a little confused on what you mean. Do you mean the modifier is supposed to not provide the ability (contrary to what it says), the game is fixed for next time the event comes, or he event always worked and it was just my system that it wasn't? The link you gave me was for conquest, not for the conquest event (I think called Proving Grounds; sorry I forgot the name). On that website, https://swgoh4.life/proving-grounds/ , there is a youtube video of it and the guy says in the first 30 seconds there is a bug.
