Assuming you didn't change them without remembering, I seem to recall a few years ago an instance of several players suddenly getting mods moved around, and this was confirmed. I always wondered if some table index had gotten messed up. I'm not sure they ever found a cause, or for that matter, a solution.
I already asked EA help (in game), but I don't know how to do it. It's a waste of my goods.
