The characters summoned when there's an ISB leader don't seem to all be ISB characters. This can be seen by the virtue of Major Partagaz not gaining the Untargetable status effect, akin to Mon Mothma, Luthen Rael, or Sith Eternal Emperor. I imagine this also affects the ISB Hero Ability and any other ISB only clauses.
