I had this problem last conquest, then forgot about it and was super exciting to breeze through it this time around :D :D How disappointed was I!
Basically, Scorch's O66 isn't technically applied by the player, as it happens on the enemy's turn. As far as I know, CX-2 attacking the same enemy 3 times is the only flavour of O66 that will register for this feat. Hope this helps. Some useful videos on YouTube about how to cheese this
