Profundity Does not Prevent TM Manipulation

Profundity says " Allies and enemies are immune to Turn Meter manipulation."

Valor from Negotiator or Endurance says " Grant allied Galactic Republic Capital Ship 15% Turn Meter and reduce its Ultimate ability's cooldown by 1 at end of turn. "

Profundity max speed is 194 
Negotiator max speed is 193


So this is how the battle of Negotiator vs Profundity goes.

Profundity goes because it has 194 speed.
Negotiator goes because it has 193 speed and uses 2nd special to give valor to its allies.
Negotiator goes again ? 194 > 193 so how can it go before profundity ? because valor still gives TM to the allied galactic republic capital ship.

I believe its because the valor effect is missing the "speed_recovery" tag so it bypasses the TM manipulation immunity of Profundity.
