I was at 96% download rate and I had used the first ability. It did NOT grant any download % despite it stating that it does in its description!
I have been noticing this so many times now that I'm going to get super annoyed if there is no proper testing happening and someone just tells me that it's working as intended. NO IT IS NOT! This is costing me many rounds and I have had enough! It says it grants 10% in the description! Nothing could possibly prevent it from working. Make it work properly!
