Good evening. I can't unlock level VI even though I was able to unlock level VII with PKH R9. I should point out that I only have this one character at level 9. Is this a bug or am I missing someth...

Well it says you need one of the 'Era of pirates' characters at Relic 9. So, this would be at least one of the marquee characters. As they're marquees....you'll probably need more than just 1, maybe even a whole team.
I think I'm not going to relic up characters for it.
