PC, internal file review
From what I can see 22* Formative Moments, do not have any corresponding files to provide the advantages they claim from the tooltip. For those who might not know often advantages (such as career/skill/etc.) are often handled in a corresponding "buff_" file for a trait.
First image a file with a corresponding "buff" file, and below image a file without.I also checked career internal files in case the career advantage was decided there, but no entries for formative moments. Now I know their might be a chance they are handled elsewhere, but because more than half do have the corresponding files—this just is a huge inconsistency. I haven't checked every file or check in game (as some advanced in game would be hard to tell the difference, especially when it is unknow the amount of an advantage—I am unable to really check in game either).
I doubt any average user could or would be able to tell this, so I don't know if you will get much upvotes on this, but almost half your informative moments might not have been finished/are working. As players we trust all features and tooltips are correct and working, and in many cases cannot confirm without reviewing the internal files.
This is basically a friendly heads-up notice, that this may want to be reviewed by devs. Here are the files I noticed have no corresponding "buff" files:
