Public showers are no longer public. Whenever I direct a sim to use one, they gesture for other sims to leave the room. I have no CC, but I do have MCCC installed.

iliekponiez You still have mods installed, then. To find out if that's a cause, you need to test with an empty Mods folder. Rename the Mods folder, delete the file called localthumbcache, and try again. I recommend testing in a new save as well as your regular one.
Fresh Sims 4 folder and repaired game. The Cabin Shower from Adventure Awaits still doesn't work as a public shower like it should.

is this a general issue or just for that shower ?
I was having the problem with the university shower before, but it seems like removing the Sims 4 folder fixed it. It's now working with and without mods. So now the bug seems to only effect the shower from Adventure Awaits.
