All careers broken

I get promoted normally until level 4 (I tested it only with the apothecary career so far) but then at level 5 i dont get promoted anymore even though I fullfill all promotion requirements, but get pay raises in +5 steps (+5, +10, +15, +20...)
This appeares since the big update before enchanted by nature
I play with a supersim, have all other careers maxxed out and have these traits:

personality traits: outgoing and bro (third and added trait apparently deleted??)
aspiration traits: essence of flavor, prepared voyager, spa membership, gregarious, alluring, lunar confidant, dastardly, domestic, home turf, animal affection (from changing aspirations in cas; dont know if thats a bug too)
all satisfaction reward traits, all childhood and adult aspiration reward traits except for elixir enthusiast
inherited traits; sulani mana, father winters baby, weak bloodline, 
top notch infant, top notch toddler, romantic sage, all positive character value traits, all career reward traits, all occult reward traits, all micellanious reward traits (from sims 4 wiki list) except for middling mountaineer, capable mountaineer, perspective on death, reborn, suppreme trickster, 

Ive already tried this out in another save file, it's the same there. 

In another save file my sim is stuck on level 9 plus i-dont-know-how-many promotions 

i have no costum content and no mods installed or activated,

i have all packs and all kits
