This most ancient bug was supposedly fixed, but it still seems to be happening.
March 17 - "Animals can be assigned to an Animal Shed after moving the Household to a new lot. They no longer become stuck in Household or Sim Inventory. This is also fixed for saves where the animals were already stuck. (Cottage Living)"
