[BDK] ServiceNPCs trying to vacuum dust although turned off getting stuck

i have turned bust the dust off and yet whenever any of my sims households hire a butler or maid, they will often get stuck vacuuming dust that isnt there? they just stand in one spot vacuuming until i have to reset them. not sure what to do
