[BH] Can't enter small business with non-household sims

I tried to take a group of my sim's friends to a small business venue, and selected the option to check in together. However, the friends are unable to enter because it states they need to be invited in first. 

I am on PC, and my game is vanilla, i.e., no Mods or CC. I started this save when the Lost Legacy event started, so all my mods and cc had been disabled (which I did manually) before the update was installed on the same day.
