Any residential lot should be valid unless it's an residential rental. For an residential rental I get the same message as you.
This is from a random residential lot without adding anything.
Bit confused by your first pic though. Did you have the business on another lot already and tried to move it ?
In my case, I used the same lot that everything was already on and you can see that it is not showing residential rental in either of our screenshots

Hi! I can provide some insight because I was having the same problem. For whatever reason, if you changed a residential rental to a residential and tried to put a small business on it, the game still recognizes the lot as a rental (don't understand why). To solve this problem, I saved the lot (as a residential!) to my gallery, bulldozed and moved my family out. Then, put the lot I saved to my gallery, moved my family back in, and now the small business runs smoothly. I hope this help!
