I'm having the same problem with an existing lot. It was previously set to generic but I was running it as a live-in cat café. I changed it to residential and moved the family in from their empty lot that was their "residence" before and put the kiosk on the café/residence lot, then tried to set it as small business but I get the same "no valid lot" message, also.
I tried:
- Moved the fam back out, set the lot to another lot type from the world map. I don't recall which - probably back to generic since that would be easiest. Then set it back to residential. Moved the fam back in. Same result.
- Similar, but moved fam out; saved to generic; saved and exited game. Reloaded game. Set to residential. Moved fam back. Same result.
- Similar, but this time, changed to generic; saved; changed to residential - did not move fam in. Exited game with it saved as residential. Restarted. Moved fam back. Same result.
- I'm gonna move them out, bulldoze lot, reload lot from gallery - where it is saved as residential - and try again, hopefully without having to restart again, but if it doesn't work, I'll repeat and save then restart again.
I've been playing since day one with the sims and usually can fix my own problems unless it's an actual bug. This one I can't figure. There are no mods in my save and never have been. This is a many years old save file at this point, though I do resave as a new file periodically. I'm still going on the theory that it somehow still thinks the lot type is not valid.
