Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? A...

Had the same problem; set the lot back to resirental, then back to residential. It worked after this.
How do you do it in the menu?
