Workaround edit: Manage world, sell the lot, and repurchase the small business venue from the phone.
The lot I used was not a residential rental but I am experiencing this. The lot assignment disappeared when I went into build mode at the new venue after a couple of days. I added more customer interactions and suddenly could only assign the small business to my home apartment in San myshuno.
