Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? A...

Having the same problem too! But its worth mentioning that it worked fine for my sims when their small business lot was also their current residential lot - meaning that it was not a secondary property.
But with a separate pair of sims that I have staying in an apartment, I bought another lot as a small business venue - that was the only occasion I faced the same error. When trying to assign the secondary lot to the business, it only showed me the residential apartment as an option on the dropdown. Same predicament as OP. This is extra sad as I blinged out the secondary property and was sooooo excited to play it :'(
