Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? A...

I found that the only way that works is to find a venue/lot that you want as a business, under <Business> on the phone, have a sim buy a small business venue instead of registering a new small business (as this would give you the business on the lot but without first owning the lot on the available lot list.) Then this will allow you to register a new small business with the lot under available.
