Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? Anyone else have any issues with setting up their residential lots as small businesses?

I had this issue but fixed it. In my case it was genuinely a bugged lot, so I loaded my lot from the library (I had saved it previously) into a new location and it worked.

I think EA needs to ensure all lots work properly.
Having this issue too. Long term Legacy save. Have mods, but this is occuring without the mods installed. Lot was formerly a restaurant. Bulldozed and then bought empty lot. Built and furnished it as a residential. First noticed something weird when i went back in to change some furnishing and realised it was giving me infinity money even with a household moved it.
Went to switch it to small business and couldn't do it from the BB but could from manage world. Then it gave me the same "no lots" error that people are giving.
This save has previously had mods (MCCC, UI Cheats, No phones while walking mainly) but these errors were replicated with no mods and then just with better exceptions.

Trying some of the tips people have suggested has resulted in me not even being able to bulldoze the lot.
The played family also does not even appear as living there on the map view, unless i go to build mode, then go back to manage worlds
If i load my build from the gallery, where it is a small business, and select that option it still imports as a residential and i can't change it to anything other than the residential options from the BB menu after going to live mode. I could change it to a small business lot type from manage worlds, but i get that exception and can't register the lot after i have done that.
All of this happens both in a new save as of this file and after i have repaired my game.
To troubleshoot, I started a completely new game with no mods or custom content installed.In the new game, I recreated the same scenario—same Sim, same type of lot setup—and the issue did not occur. Everything worked as expected. This leads me to believe the problem is tied to the original save file, possibly due to corruption or a bugged lot configuration.
Ran into the same issue today. On a lot in Newcrest, I previously had both a retail store and a restaurant. I changed it to residential and moved a Sim in to start a small business from home, but now I get the message "no valid lots available". If I change the lot to a small business venue, my Sim can buy it, but they can't live there and start a small business. No mods installed. Is there any more information available?"
Think this has already been covered in other posts but basically I'm unable to setup a small business on a Residential lot.
Basically it says there are no valid lots available. This is on Magnolia Promenade, which I think before I bulldozed the previous lot was a retail lot (This was ages ago, so can't be sure what was original).
I had built a cupcake/bakery/residential lot, but this was way before the Business and Hobbies expansion and I think I had it set as a retail outlet, though my Sim lived at another location.
Deleted lot
Changed lot type.
Sold the Business (linked to Sim) but as it was not associated with the, likely changed nothing.
Moved sim out
Moved a different Sim in.
Removed all CC/Mods I use
I saved the lot I build and moved to another location, and it worked first time when setting up a Small Business, so for me it seem something in the background some data string isn't resetting.
