I'm also noticing after removing custom tattoos/paint on pets, the blackout goes away. That's definitely what's causing it unfortunately, but I'm also having a glitch on only one Sim where I remove all of her tattoos and it goes away, but then in household management it reverts back and the game thinks she still has tattoos on (I can remove tattoos but she has none actually on).
If you're not already doing so- Try to make sure that removing the tattoo is the last step you do before saving your Sim.
I've found that if I try to go about making any other changes/outfits whatever, the game will put the tattoo back on the Sim...
