Blue outline at the base of the walls while building in 1010 Alto Apartments lot

There is a blue outline at the base on the edges of the apartment that are facing the “city”. This base does not change when the floor pattern is changed. I will attach a few photos below. Is anyone else experiencing this when building on this lot?
