"Browse Web" option not available, can't complete work task

My sim is at work (scientist) and currently has the work task to "Browse Web on a Computer". This, unfortunately, is not available. There is a "Web..." option, which then branches to further specifics, but no generic "Browse Web" at all. I tried clicking through all of the branching options, and it's not hiding randomly in any of them. 
Also, she has the task to "Mix Reaper's Friend Serum" however she doesn't have either of the required ingredients. This has been a common problem where she's given a task or multiple tasks that she can't complete because she doesn't have the required plants/parts on hand. 

So far I haven't run into being assigned 3 tasks she can't complete, but right now she has 2 out of 3 that she can't do.
