Build Mode: can’t delete or use properly

I recently created a whole new game file that I’m keeping vanilla (no cc/mods or previous saves). I did move my tray folder to the new file. When I try to edit or build on lots I can only delete one item and then it’s like my game freezes up and I cant no longer edit or build anything and the second item I attempted to move or delete is stuck to my curser. what is causing this?! I started my new sims4 file due to all my previous saves being corrupt (lots would show on the map but when I clicked to enter one it would be empty. The new file and no cc/mods fixed the empty lot problem but now I still can’t change things…. Especially if downloaded from gallery.
