Build/Buy items disappear before I can place them

I play on PC, I've tested it both with and without mods active and the issue persists. Everything is fully updated.

Whenever I go into build/buy mode, I can maybe place down 1 item before the issue occurs. I click on the item in the buy menu (full funds, no issues there) and no matter what I do, it disappears as soon as I move to place it. No clicking or anything, just poof! Gone. And it'll repeat this again and again. Sometimes if I exit build/buy and re-enter, I can place down 1 object again, but this isn't consistent. Restarting the game doesn't help, and neither does repairing through the app. The only thing I haven't tried yet is fully uninstalling/reinstalling the game.
