build/buy mode not working

I've tried to place furniture down, it wont let me even with move objects on, I can't delete objects or bulldoze the lot, if i change the colour of an item in build mode it just changes straight back, this is the same on every lot I try.

I'm also having issues with loading lots, when I click on them to edit in build/buy the loading screen comes up as usual but it just stays loading and never loads or it crashes the game, I don't have any mods installed and I've repaired the game multiple times.
