Can’t fix

When I first get on the game all the expansion pack banners show up and as I click my recently played household that game lags and it won’t let me move the screen nor is there a pointer. It only lets me switch sims nothing else. 
I’ve turned off and on my ps4 and that hasn’t worked and it’s also connected to the internet. I’ve been trying to get it to work for a good hour or so and nothing has helped. I’m at a loss.
