Thanks! I loaded the Lot and also saw the same error message when trying to bulldoze the terrain. It is the rug causing the issue:

I couldn't delete it. I grabbed it and moved it further into the lot but still couldn't remove it;

I left it placed further into the lot then exited to the Nordhaven map. I re-entered the Lot and the rug had disappeared and I was finally able to bulldoze the Lot. Give that a go and you should be fine.

Is the rug a debug item?

Wow. Thank you for digging into this with me! I did not even see a baby rug at all. I will go back and see if I see the same thing/missed it. No, not a debug item that I am aware of, I didn't do any special things associated with the baby rug item.
